In chapter 4 of Romans the Apostle Paul continues to make the case for the Bible greatest doctrine: justification by faith alone.  He appeals to Israel's patriarch, Abraham, and shows how Abraham "believed God and it was counted to him as righteousness."

Paul says God "justifies the ungodly."  God stoops down and clears the guilty of their guilt because of Jesus.  If we had earned righteousness, God would owe it to us.  But we didn't, because we couldn't.  That is why the cross of Christ is so amazing.  He provided for our divine forgiveness, for our adoption into God's family.
