John assures us of two things in this passage: First, that we can be sure we belong to God because he has given us his Spirit. This notion is understood as the internal testimony of the Spirit, by which the Holy Spirit assures our spirit that we are children of God (Romans 8:15-16).
Second, he assures us that God loves us. In fact, God gave the ultimate gift of love: the sacrifice of his Son on the cross for our sin and poured out his love in our hearts by the Holy Spirit whom he gave us (Romans 5:5). So God commands us to love, inspires us to love with his example of love, and empowers us to love by his indwelling Spirit.
So let's love.
